Building Capital brings extensive GPS experience to the road user charging, pay-as-you-go insurance and telematics segments, gained from a continued commitment to research and development. We have long standing relationships with the leading GPS chipset manufacturers which ensures that we stay at the leading edge of this important technology from the core silicon to the higher level applications.

We released the first variant of the Axiom Road User Charging Development Platform in 2005 which was designed to validate the performance of different GPS and sensor on-board equipment designs against the different charging scheme regimes. Axiom represents the industry benchmark for charging scheme validation.

Axiom has enabled the performance comparison of on-board map matching systems, off-board map-matching systems and mapless systems in respect of correct road segment identification, charging accuracy and evidential validation in a wide range of scenarios, including motorway-only, dense urban-canyon and all-roads charging. Real life testing has provided accurate performance and cost metrics which has enabled our clients, who include both systems suppliers and procuring authorities, to achieve an unparalleled degree of certainty and risk mitigation prior to project award.

Building Capital has also developed an extensive back-end processing system for the manipulation of data from on-board systems. Called Prometheus, it provides our clients with an environment in which different charging schemes, technologies and algorithms can be iteratively modelled so as to determine the optimum requirements mix and solution reference design.

Committed to end-to-end solutions, we have developed comprehensive evidential collection and validation processes to ensure that schemes are robust to user challenge. These include integration of GPS, DSRC and video derived ANPR evidence in order to reduce the cost of enforcement operations.
