Video Enforcement
Video enforcement is a key element of any scheme design, providing the evidential images necessary for charge validation and non-compliance in GPS and DSRC schemes, in addition to providing occasional user charging without the need for on-board equipment using Automatic Number Plate Recognition (ANPR). In addition, video systems provide for speed enforcement, highway safety monitoring and other special enforcement applications.
Building Capital brings extensive video expertise gained through engineering level development and testing of digital encoding, control and storage/retrieval systems since the late 1990’s. Our in-depth knowledge of image characteristics (picture quality and artefacting), temporal and spatial encoding methods, and network design considerations (latency, jitter and multicast mode) enable us to:
- Design large scale video networks with predictable video characteristics so that our clients can confidently achieve the stringent video performance levels required for high ANPR recognition rates.
- Plan IP network capacity given our detailed understanding of RTP flow modelling and dense/sparse mode multi-casting to ensure a non-blocking ability to view, record and retrieve video with predictable picture quality. Our reference projects include IP video networks of up to 10,000 end-points.
- Perform picture quality and network compliance and validation trials so that our clients have a quantitative measure of video performance, thereby reducing the overall project risk given the significant costs of roadside video infrastructure.
- Design network video recording, storage, retrieval and control systems, together with the digital authentication, encryption and watermarking techniques necessary for evidential usage, either in standalone or SAN-based environments.
